Understanding 10DLC Registration for 501(c)(4) Organizations
501(c)(4) organizations require a few additional steps to register for 10DLC Text Broadcasts. Unlike qualifying political committees like campaigns and other 527s, 501(c)(4)s cannot use Campaign Verify tokens, and newly formed organizations may face delays while their information is added to IRS databases. Here’s what to expect and how to get your texting program live as quickly as possible.
Established vs. Newly Formed Organizations
- Established 501(c)(4)s - If your EIN and tax-exempt status are already available in IRS records, verification is typically straightforward with a general turnaround of 2-days to registration.
- Newly formed 501(c)(4)s - New organizations may not yet appear in federal IRS databases, even if they already have a State Certificate of Incorporation or EIN confirmation letter. This can cause registrations under restricted Political or Charity categories to be declined or delayed.
Extra Vetting Required
Because 501(c)(4) organizations are not eligible for Campaign Verify tokens, carriers may require additional verification to confirm the organization’s identity and intended messaging before approving 10DLC registration.
Documents We May Request - Depending on your organization's status, Numero may request:
- IRS Tax-Exempt Determination Letter
- IRS Letter 5822 confirming Form 8976 submission
- Form 1024-A with proof of submission
- Group Exemption Letter and active subordinate roster, if applicable
Note: A State Certificate of Incorporation or IRS CP 575 confirms your organization and EIN, but does not by itself confirm federal 501(c)(4) tax-exempt status.
Avoid Common Registration Delays
Before submitting your registration:
- Make sure your 501(c)(4) website has a published Privacy Policy stating that mobile opt-in information will not be shared with third parties for marketing.
- If you're newly formed, submit Form 8976 promptly so you have IRS documentation available.
